Sumner Newscow report — Sumner County Commissioner meeting minutes for Aug. 23 and Aug. 24.
August 23, 2021 – 9 a.m.
The Board of County Commissioners met in regular session in the Commission Room of the Sumner County Courthouse. Those present were Chairman Steve Warner, Commissioner Jim Newell and Commissioner John Cooney. Also present were County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.
The Commission reviewed and unanimously approved minutes of August 16 and 17.
Planning and Zoning Director Jon Bristor and Assistant Director Barry Fleming provided departmental updates.
Citizen Billy Knox discussed re-zoning issues with the Commission. Director Bristor, Assistant Director Fleming and County Counselor Jack Potucek were also present. The Commission referred the questions to Director Bristor. Director Bristor reviewed the current county zoning regulations.
At 9:52 a.m., upon unanimous vote, the Commission entered into executive session for 15 minutes to discuss non-elected personnel with Counselor Potucek and Clerk Norris were also present. At 10:07 a.m., the Commission reconvened in open session. No binding action was taken as a result of the executive session.
Counselor Potucek provided general reviews and updates.
The Commission reviewed and unanimously approved current year abatement orders in the amount of $102.34. Prior year abatements were also approved in the amount of $260.58.
There being no further business, the Board of County Commissioners adjourned at 10:51 a.m.

August 24, 2021 – 9 a.m.
The Board of County Commissioners met in regular session in the Commission Room of the Sumner County Courthouse. Those present were Chairman Steve Warner, Commissioner Jim Newell, and Commissioner John Cooney. Also present were County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.
Maintenance Director Joe Struble provided departmental updates.
Emergency Management Director James Fair discussed the upcoming Kansas Emergency Management Association (KEMA) Conference at the Kansas Star Casino, September 15-17, 2021. Director Fair is making a request of the Commission to present a welcome to those in attendance.
At 10:04 a.m., upon unanimous vote, the Commission entered into executive session for 10 minutes with County Counselor Jack Potucek for an attorney/client privileged matter. Clerk Norris was asked to remain in the meeting. At 10:14 a.m., the Commission reconvened in open session. No binding action was taken as a result of the executive session.
Information Technology Director Joe Buresh provided departmental updates.
County Treasurer Dannetta Cook provided departmental updates.
A letter from Jacob Wetta advising the Commission of the need to fill the Avon Township Treasurer position, wishing for the appointment of Marsha Bunyan. A letter from Bunyan, agreeing to serve as the treasurer was also reviewed. After discussion, the Commission unanimously appointed Marsha Bunyan to serve as the Avon Township Treasurer. Clerk Norris was asked to send the necessary paperwork.
A prepared resolution authorizing and providing for the calling of an election for the purpose of submitting to the electors of the county the question of extending a special one-half percent countywide retailers sales tax for the purpose of financing the provision of health care services, to include but not limited to the following: Emergency Medical Services, Ambulance Service, Local Health Departments and Mental Health Care was presented to the Commission for review. After discussion, the Commission unanimously adopted Resolution No, 2021-15.
The Commission reviewed and unanimously approved month-end payables in the amount of $762,932.23
County Counselor Jack Potucek provided general reviews and updates.
There being no further business, the Board of County Commissioners adjourned at 11:05 a.m.
