Sumner County Commissioner minutes: Aug. 8 and Aug. 9, 2022

Sumner Newscow report — The Sumner County Commissioner minutes for Aug. 8 and Aug. 9 are as follows:

August 8, 2022 – 9 a.m.

The Board of County Commissioners met in a regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman Steve Warner, Commissioner John Cooney, and Commissioner Jim Newell.   Also present were County Clerk Debra A. Norris, 80th House Representative Bill Rhiley, and Republican Party Chairman Glen Burdue.

The Commission reviewed and unanimously approved the minutes of August 1 and 2.

At 9:28 a.m., upon unanimous vote, the Commission entered into an executive session for 15 minutes with Emergency Management Director James Fair to discuss non-elected personnel.  At 9:43 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken due to the executive session.

Maintenance Director Joe Struble provided departmental updates with the Commission.

Information Technology Director Joe Buresh discussed security cameras with the Commission.  A request for a 25 percent mobilization fee was reviewed.  After discussion, the Commission authorized a check from the ARPA funds for courthouse security.

At 10:38 a.m., upon unanimous vote, the Commission entered into an executive session for five minutes to discuss non-elected personnel.  At 10:43 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken due to the executive session.

At 11:16 a.m., upon unanimous vote, the Commission entered into an executive session for 10 minutes with County Counselor Jack Potucek for an attorney/client privileged matter.  Clerk Norris and Planning and Zoning Director Jon Bristor were also present.  At 11:26 a.m., the Commission reconvened in open session.  No binding action was taken as a result of the executive session.

At 11:27 a.m., upon unanimous vote, the Commission entered into an executive session for three minutes with Counselor Potucek for an attorney/client privileged matter.  Clerk Norris was also present.  At 11:30 a.m., the Commission reconvened in an open session.  No binding action was taken as a result of the executive session.

The Commission reviewed and unanimously approved mid-month payables in the amount of $841,135.11.

There being no further business, the Board of County Commissioners adjourned at 11:31 a.m.

August 9, 2022 – 9 a.m.

The Board of County Commissioners met in a regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman Steve Warner and Commissioner John Cooney. Commissioner Jim Newell was absent.   Also present were County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.

At 9:30 a.m., upon unanimous vote, the Commission entered into an executive session for five minutes to discuss non-elected personnel.  At 9:35 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken due to the executive session.

Community Corrections Director Brad Macy provided reimbursement funding reports for client services.  After review and discussion, Chairman Warner was authorized to sign the report.

At 9:55 a.m., Commissioner Newell entered the meeting.

At 10:10 a.m., upon unanimous vote, the Commission entered into an executive session for 15 minutes to discuss non-elect personnel.  At 10:25 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken due to the executive session.

Appraiser Cindy Magill provided a commercial contract with Equitable Solutions for review.  After discussion, the Commission signed the agreement.  Additional discussion included personnel issues, training and mass appraisal designation.

At 10:47 a.m., upon unanimous vote, the Commission entered into an executive session for 25 minutes with Appraiser Magill to discuss non-elect personnel.  At 11:12 a.m., the Commission reconvened in open session.  Chairman Warner advised no binding action was taken due to the executive session.

Health Department Director Laura Rettig presented updated job descriptions for a director and assistant director for review.  Additional discussion included restructuring, training, and interim positions until her retirement date.  Director Rettig advised a future grant possibility, giving Health Departments a base of $50,000 plus for five years, to be used for training and retaining employees for the department.

County Counselor Jack Potucek provided general reviews and updates.

There being no further business, the Board of County Commissioners adjourned at 12:03 p.m.
