Sumner Newscow report – The Sumner County Commissioners meeting minutes: Jan. 9 – Jan. 10, 2023

January 9, 2023 – 9:15 a.m.

The Board of County Commissioners met in a regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman Steve Warner, Commissioner Jim Newell and Commissioner John Cooney. Also present were County Clerk Debra A. Norris and County Treasurer Administrative Assistant Jennifer Helpingstine.

The Commission reviewed and unanimously approved the minutes of January 2 and 3.

The Commission conducted its reorganization for 2023 after Commissioners Warner and Cooney were sworn in for another four years.   After discussion and by unanimous vote, Commissioner Cooney will serve as Chairman, with Commissioner Newell serving as Vice-Chairman.

The Commission reviewed the holidays listed in the policy manual. In addition, the Commission added closing county offices, to the public, at noon, December 29, for the year-end audit.  This closing would not be considered an additional holiday for employees.

Road and Bridge Director Doug Finch advised vehicle purchases are becoming more difficult.  He has located a pickup in Abilene, Texas, that will trade the current pickup.  Additional discussion included the sole source procedure, so no bids are available.  The Commission authorized the purchase.  Director Finch additionally advised the cost increase of services costing the County.

Jan Grace, Campus Operations Officer (COO) for the Cowley College – Sumner County Campus, provided a campus update to the Commission.  She advised enrollment is up from last year.  Fresh Ideas will now be serving the Tiger Eatery.

Citizen Jeremy Ast advised the Neighborhood Revitalization Program (NRP) paperwork was not turned in to the Appraiser Office in a timely manner.  A request from Mr. Ast to allow participation in the NRP, even though no paperwork has been submitted.  Also present were County Treasurer Dannetta Cook and Interim Appraiser Tyler White. Interim Appraiser White advised paperwork between county offices was not readily available.  After discussion, the Commission unanimously authorized Mr. Ast to submit the necessary paperwork and participate in the program.

At 11:23 a.m., upon unanimous vote, the Commission entered into an executive session for 15 minutes with County Counselor Jack Potucek for an attorney/client privileged matter.  Clerk Norris was asked to remain in the meeting.  At 11:38 a.m., the Commission reconvened in an open session.  No binding action was taken as a result of the executive session.

The Commission reviewed an application for a license to retail cereal malt beverages submitted by Jypsi Cook d/b/a/ Jypsi’s.   Clerk Norris reported that the required notices were sent to the required township.  The Commission unanimously approved the renewal and authorized Chairman Cooney to sign the license.

There being no further business, the Board of County Commissioners adjourned at 11:48 a.m.

January 10, 2023 – 9 a.m.

The Board of County Commissioners met in a regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman John Cooney, Commissioner Jim Newell, and Commissioner Steve Warner. Also present was County Clerk Debra A. Norris.

Powder and Strings Outfitters proprietor, Kip Etter, discussed expansion plans for his business, asking for a letter of support to provide to his investors.  After discussion, the Commissioners agreed to compile a letter for Etter.

Maintenance Director Joe Struble and Assistant Director Jimmy Thornton provided department updates.

E911 Director Marcie Bristor provided information for updating radio and communication equipment.  A detailed discussion will be presented at a later date.

At 10:35 a.m., upon unanimous vote, the Commission entered into an executive session for 30 minutes with County Counselor Jack Potucek for an attorney/client privileged matter.  Clerk Norris, County Treasurer Dannetta Cook, Interim Appraiser Tyler White and Counselor David Cooper were also present.  At 11:05 a.m., the Commission reconvened in an open session.  No binding action was taken as a result of the executive session.

The Commission reviewed and unanimously approved current-year abatement orders in the amount of $908.34.

The Commission also reviewed and unanimously approved mid-month payables in the amount of $633,529.37.

There being no further business, the Board of County Commissioners adjourned at 11:10 a.m.
