Sumner County Commissioner minutes: July 10 and July 11, 2023

Sumner Newscow report – Sumner County Commissioners meeting minutes for July 10 to July 11, 2023:

July 10, 2023 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman John Cooney, Commissioner Jim Newell and Commissioner Steve Warner.  Also present was County Clerk Debra A. Norris.

The Commission reviewed and unanimously approved minutes of July 3 and 4.

Duane Newell discussed possible wind farms coming into Sumner County.  The Commission advised there are currently no new wind farm projects within the county.

At 9:30 a.m. the Commission opened sealed bids for the farm ground lease.  Three bids were received, ranging from $35 to $70/acre.  After review, the Commission unanimously approved to renew the lease with Adam Nusz (higher bid) for 10 years.

Planning and Zoning Director Jon Bristor provided various project updates with the Commission.  Discussion also included a temporary venue for entertainment and the sale of liquor.  Once an application has been received, the Commission will review and discuss in detail.

Attorney Doug Pfalzgraf and Treasurer Dannetta Cook discussed the upcoming tax sale.  Approximately 80 tracts of land are currently offered at the sale.  Pfalzgraf also advised property owners to redeem their properties until the sale date.

Road and Bridge Director Doug Finch and Office Manager Jenna Hallman discussed the 2024 budget request with the Commission. Treasurer Cook and Deputy County Clerk Diana Aufdengarten were also present. Discussion included funding and revenue for the department.

Sheriff Darren Chambers, Undersheriff Mike Westmoreland, Records Clerk Marinda Sang-Douglas and Office Manager Janie Tuttle discussed the 2024 budget request with the Commission.  Treasurer Cook and Deputy Clerk Aufdengarten were also present.  Discussion included contracts for housing outside inmates and staffing.

County Counselor Jack Potucek provided general reviews and updates.

There was no further business, so the Board of County Commissioners adjourned at 12:12 p.m.

July 11, 2023 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman John Cooney and Commissioner Steve Warner.  Commissioner Jim Newell was absent.  Also present was County Clerk Debra A. Norris.

County Treasurer Dannetta Cook provided departmental updates to the Commission.

At 9:38 a.m., Commissioner Newell entered the meeting.

At 10 a.m., the Commission held a public hearing for the Department of Commerce, CRV-4, to prepare businesses to stay in business in case of another pandemic.  The grant request of $100,000 also covers the administrative costs.  Some businesses would be allowed to add outdoor seating or drive-thru order/pick-up.  A prepared resolution will be presented at a later date.

Economic Development Director Stacey Davis discussed the 2024 budget.  Board Chairman Jane Cole was also present.  Discussion included a mill levy for the budget.  After discussion, the mill levy increase was denied.  The funding for 2024 will remain the same as 2023.

Road and Bridge Director Doug Finch and Office Manager Jenna Hallman reviewed the 2023 and 2024 budget with the Commission.

The Commission also reviewed and unanimously approved mid-month payables in the amount of $710,163.47.

There was no further business, so the Board of County Commissioners adjourned at 11:54 a.m.
