Sumner County Commissioner minutes: July 26 – July 27, 2021
Sumner Newscow report — The Sumner County Commissioners meeting minutes for July 26 and July 27:
July 26, 2021 – 9:00 a.m.
The Board of County Commissioners met in a regular session in the Commission Room of the Sumner County Courthouse. Those present were Chairman Steve Warner, Commissioner Jim Newell, and Commissioner John Cooney. Also present were County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.
The Commission reviewed and unanimously approved the minutes of July 19 and 20.
Planning and Zoning Director Jon Bristor presented the Commission with Planning Commission appointment cards for signature. Director Bristor advised no changes were made. After discussion, the Commission signed each individual appointment card for their district. Director Bristor provided additional departmental updates.
Maintenance Director Joe Struble provided departmental updates.
Financial Advisor Elliott Jackson discussed the final numbers for the 2022 budget. After discussion, the Commission unanimously agreed to set the budget without a mill levy increase. The Commission reviewed the Notice of Hearing publication for the 2022 Revenue Neutral Rate (RNR), to be held on August 30, at 10:30 a.m. The Commission also reviewed Notice of Hearing publication for the County and Special Districts to be held on August 30, at 11 a.m.
Community Corrections Director Brad Macy provided the year-end report and carry-over budget for the department. After review and discussion, the Commission unanimously approved the Juvenile Carryover and Adult Carryover budgets, authorizing Chairman Warner to sign. The 2021 year-end report was also reviewed. After discussion, the Commission unanimously authorized Chairman Warner to sign the report. Director Macy provided additional departmental updates.
At 10:48 a.m., upon unanimous vote, the Commission entered into executive session for 5 minutes to discuss data relating to the financial affairs with Financial Advisor Jackson. Clerk Norris was also present. At 10:51 a.m., the Commission reconvened in open session. No binding action was taken as a result of the executive session.
County Counselor Jack Potucek provided general reviews and updates.
Road and Bridge Director Melvin Matlock provided an agreement between the Board of County Commissioners and Cornejo and Sons, LLC for a road improvement project on Oxford Road. After discussion, the Commission unanimously signed the agreement.
Notification from London Township Board, recommending Kendal Smith to serve as London Township Trustee after the resignation of Neal Rohrke was reviewed by the Commission. A letter of willingness to serve from Smith was also reviewed. After discussion, the Commission unanimously appointed Mr. Smith.
Notification from Valverde Township Board, recommending David Hutchins to serve as Valverde Township Trustee after the passing of Steve Webber was reviewed by the Commission. A letter of willingness to serve from Hutchins was also reviewed. After discussion, the Commission unanimously appointed Mr. Hutchins.
The Commission reviewed and unanimously approved current year abatement orders in the amount of $606.74. Prior year abatements were also approved in the amount of $631.82.
The Commission reviewed and approved payables in the amount of $5,615.53.
There being no further business, the Board of County Commissioners adjourned at 11:38 a.m.

July 27, 2021 – 9 a.m.
The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse. Those present were Chairman Steve Warner, Commissioner Jim Newell and Commissioner John Cooney. Also present were County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.
Information Technology Director Joe Buresh discussed cyber insurance policy with the Commission. After discussion, the Commission determined there would be no need for the additional coverage.
County Counselor Jack Potucek provided general reviews and updates.
Jeff Schmidt spoke with the Commission concerning drainage issues on leased ground owned by Sumner County. The Commission advised they will discuss the issue with the Road and Bridge Director Melvin Matlock. The farm lease agreement was also reviewed and renewed for an additional five years.
The Commission reviewed and approved month-end payables in the amount of $486,894.88.
There being no further business, the Board of County Commissioners adjourned at 10:48 a.m.
