Sumner County Commissioner minutes: Nov. 13 – Nov. 14, 2023

November 13, 2023 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman John Cooney, Commissioner Jim Newell, and Commissioner Steve Warner.  County Clerk Debra A. Norris was also present.

Attorney Doug Pfalzgraf gave the Commission general reviews and updates on several projects.

Holly Harper, Cowley College CFO and Vice-President, provided updates on the Sumner Campus.

Insurance Clerk Jennifer Strickland provided the final numbers for insurance renewal.  After review, the Commission unanimously authorized Chairman Cooney to sign the annual renewal.

Planning and Zoning Director Jon Bristor provided the Commission appointments of the zoning board and board of appeals members.  After discussion, the Commission unanimously adopted Resolution No. 2023-51, appointing the zoning board, and Resolution No. 2023-52, appointing the board of appeal members.

The Commission also reviewed and unanimously approved mid-month payables in the amount of $556,850.26

There being no further business, the Board of County Commissioners adjourned at 10:24 a.m.

November 14, 2023 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman John Cooney, Commissioner Jim Newell, and Commissioner Steve Warner.  Also present was County Clerk Debra A. Norris and House Representative Bill Rhiley.

The Commission reviewed and unanimously approved the minutes of November 6 and 7.

Economic Development Director Stacy Davis presented a prepared resolution for the Rural Opportunity Zone (ROZ).  This program is used to incentivize future employment with a Sumner County employer.  After review and discussion, the Commission unanimously adopted Resolution No. 2023-53.  Director Davis invited the Commission to attend the board meeting today at 3 p.m.

At 10:30 a.m., upon unanimous vote, the Commission entered into an executive session for 15 minutes with County Counselor Jack Potucek for an attorney/client privileged matter.  Attorney David Cooper was present by speakerphone.  Also present were Clerk Norris, County Treasurer Dannetta Cook, and County Appraiser Tyler White.  At 10:45 a.m., the Commission reconvened in open session.  No binding action was taken as a result of the executive session.

The Commission reviewed and approved a report focusing on the settlement of the tax appeals by the Kansas Star Casino with Sumner County.

Counselor Potucek provided general reviews and updates.

An engagement letter with Cooper & Co, LLC for services as a financial consultant was presented to the Commission for review.  In addition to consultation services, Cooper will assist the Commission in retaining an auditor for the 2023 financials. After discussion, Chairman Cooney was authorized to sign the engagement letter for the 2024 year.

There being no further business, the Board of County Commissioners adjourned at 11:13 a.m.
