Sumner County Commissioner minutes: Sept. 4 and Sept. 5
Sumner Newscow report — The following are the approved Sumner County Commissioner meeting minutes for Sept. 4 and Sept. 5.
Sept. 4, 2023 – 9 a.m.
Board of County Commission did not meet in observance of Labor Day.
Sept. 5, 2023 – 9 a.m.
The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse. Those present were Chairman John Cooney, Commissioner Jim Newell, and Commissioner Steve Warner. Also present was County Clerk Debra A. Norris and 80th House Representative Bill Rhiley.
The Commission reviewed and unanimously approved the minutes of August 28 and 29.
At 9:30 a.m., the Commission held a public hearing regarding a request submitted by Amy Shoffner for Corbin County Church to vacate all of the 20-foot wide alleys south of West 113th St S (platted as Milton Ave.) running through Lots four through 10, inclusive, Block Sixteen, Corbin, and lot three, Block 16, Falls Township. Those present included Carolyn Ginn, representing the Corbin Country Church. County Clerk Norris reported the required notice was sent to adjoining property owners and notice of the hearing was published. Notice was also sent to Falls Township Officers, Planning and Zoning Department and Road and Bridge Department. No opposition was present. After discussion, the Commission unanimously approved and adopted Resolution 2023-43.
At 10 a.m., the Commission held a public hearing regarding a request submitted by Jessie Garrison to vacate all of the 60-foot wide street north of W 123rd Ave. N (platted as Oak St) running through lot one, block twelve 12, lot two block eleven 11, town of Milton, Eden Township. County Clerk Norris reported the required notice was sent to adjoining property owners and notice of the hearing was published. Notice was also sent to Eden Township Officers, Planning and Zoning Department and Road and Bridge Department. No opposition was present. After discussion, the Commission unanimously approved and adopted Resolution 2023-44.
County Clerk Diana Aufdengarten provided updated pay period, wage charting based on the 3 percent wage increase calculated for the 2024 budget. A prepared resolution was presented for consideration of the elected officials’ salaries. After review and discussion, adopted Resolution No. 2023-45.
Treasurer Dannetta Cook provided the amount of sales tax received for August as $165,112.24. Additional discussion included the amount of funding received from the August 22 tax sale. Once deeds are filed and all checks have cleared the bank, funding will be distributed accordingly.
At 10:38 a.m., upon unanimous vote, the Commission entered into an executive session for 10 minutes with Treasurer Cook to discuss non-elected personnel. At 10:48 a.m., the Commission reconvened in open session. Chairman Cooney advised no binding action was taken as a result of the executive session.
LK Architect President Emeritus and Chief Business Officer Dennis Smith, via phone, discussed the bids received for the upgrades needed at the Sumner Mental Health Building. County Counselor Jack Potucek was also present. Mr. Smith is requesting an architectural addendum to be added to the original bid requests, opening the request for bids adding some work to the projects. After discussion, the Commission authorized Smith to reopen the bid process adding the addendum as proposed.
County Appraiser Tyler White discussed the 2022 Real Estate Appraisal/Sales Ratio Study.
At 11:20 a.m., upon unanimous vote, the Commission entered into executive session for 10 minutes with Counselor Potucek for an attorney/client privileged matter. Clerk Norris was asked to remain in the meeting. At 11:30 a.m., the Commission reconvened in open session. No binding action was taken by the executive session.
The Commission reviewed and unanimously approved two special payables in the amount of $14,300.17 (dated 9/05/23) and $25,000.00 (dated 8/21/23).
There being no further business, the Board of County Commissioners adjourned at 11:40 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse. Those present were Chairman John Cooney, Commissioner Jim Newell and Commissioner Steve Warner. Also present was County Clerk Debra A. Norris and 80th House Representative Bill Rhiley. The meeting was opened with the Pledge of Allegiance.
The Commission reviewed and unanimously approved minutes of August 28 and 29.
