Sumner Newscow report — The Sumner County Commissioners report for Feb. 15 and Feb. 16, 2021

February 15, 2021 – 9 a.m.

The Board of County Commissioners did not meet in observance of President’s Day.

February 16, 2021 — 9 a.m.

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse.  Those present were Chairman Steve Warner, Commissioner Jim Newell and Commissioner John Cooney.  Also present was County Clerk Debra A. Norris.

The Commission reviewed and unanimously approved the minutes of February 8 and 9.

Due to no heat, with the boiler system down in the courthouse, the Commission discussed closing the building for the day.  This closure would only affect the Courthouse as other outlying county offices have heat sources.  County Treasurer Dannetta Cook was also present.  The discussion also included the possibility of rolling blackouts.

E911 Assistant Director Marcie Bristor met with the Commission concerning heat and water within the department. Theirs is a stand-alone system within the Courthouse.

Treasurer Cook provided the amount distributed from Kanas Star Casino as $157,293.85.

At 10:03 a.m., upon unanimous vote, the Commission entered into executive session for 25 minutes with County Counselor Jack Potucek for an attorney/client privileged matter.  County Appraiser Cindy Magill was also present.  At 10:28 a.m., the Commission reconvened in open session.  Chairman Warner advised no binding action was taken.

Appraiser Magill provided additional departmental issues for discussion with the Commission.

At 10:40 a.m., upon unanimous vote, the Commission entered into an executive session for 10 minutes with Noxious Weed Director Robin Ralls discussing personnel issues.  At 10:47 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken as a result of the executive session.

Director Ralls provided the annual KDOT contract for review.  With no rate increase, the Commission unanimously authorized Chairman Warner to sign the contract.

Maintenance Director Joe Struble and Assistant Director Jim Thornton provided updates to the boiler system, which supplies heat to the Courthouse.  Director Struble advised it would take a majority part of the day to get the water warm enough to heat the building.  A notice will be sent to all offices of the timeline.

An agreement between the Board of County Commission to Accel Construction, LLC for improvements to be made at the Health Department was presented for review.  After review and discussion, Chairman Warner was unanimously authorized to sign the agreement.

At 11:15 a.m., upon unanimous vote, the Commission entered into executive session for 15 minutes with Counselor Potucek for an attorney/client privileged matter.  Treasurer Cook and Clerk Norris were also present.  At 11:30 a.m., the Commission reconvened in an open session.  No binding action was taken as a result of the executive session.

Counselor Potucek provided general reviews and updates.

The Commission reviewed and unanimously approved current year abatement orders in the amount of $1,529.16.  Prior year abatements were also approved in the amount of $41.42.

There being no further business, the Board of County Commissioners adjourned at 11:47 a.m.
