Sumner County Court Docket: December 26, 2016 report

These are formal charges introduced into the Sumner County District Court system. The suspects listed in the complaint have not been tried by a judge or jury unless specified otherwise. All citizens are innocent until proven guilty in a court of law.

State of Kansas v. Seth Rasnussen — Case No: 16 CR 345

Date of birth: 1994, Address: Conway Springs

Date of alleged crime: Nov. 2, 2016.

Charges:

Count 1 — Criminal restraint, Class A misdemeanor.

Count 2 — Sexual Battery, Class A misdemeanor.

Case description: Ransnussen is accused — after being told to leave a residence — of grabbing a girl and pinning her to the living room floor. She allegedly was temporarily restrained and unable to leave the house or get away from him. He then allegedly is accused of attempting to force himself upon her sexually.

State of Kansas v. Li Shun Chen — Case No: 16 CR 346

Date of birth: 1972, Address: Wichita.

Date of alleged crime: Oct. 23, 2016.

Charges:

Count 1 — Theft, Class A misdemeanor.

Count 2 — Manipulation of lottery facility game, level 8 felony.

Case description: Chen is accused of taking $750 in casino chips from the Kansas Star Casino, Inc. and a dealer within. Allegedly, Chen placed a bet after the legal time to do so in hopes of winning  $750 at the mini baccarat table. Chen then allegedly placed a $25 which illegally made it appear that he was entitled to a $750 win at the table.

State of Kansas v. Paul Brown — Case No: 16 CR 348

Date of alleged crime: Oct. 23, 2016.

Charges:

Count 1 — Possession Marijuana, Class B misdemeanor.

Count 2 — Possession drug paraphernalia, Class A misdemeanor.

Case description: Brown is accused of having a bag of marijuana in his pocket.

State of Kansas v. Matthew Demoura — Case No: 16 CR 349.

Date of birth: N/A. Address: Wichita.

Date of alleged crime: Nov. 3, 2016.

Charges:

Count 1 — Fleeing or eluding a police officer, level 9 felony.

Count 2 — Possession of Ephedrine or pseudoephedrine with intent to manufacture controlled substance, level 3 drug felony. 

Count 3 — Theft, level 9 felony.

Count 4 — Possession of opiate, narcotic drug and certain stimulants, level 5 drug felony.

Case description: Demoura is accused of feloniously driving a  2008 Chevy Impala willfully when told not to do so by a Sumner County Sheriff Deputy. He allegedly would commit five or more moving violations including excessive speeding, failing to stop at stop sign, leaving the scene of an accident involving property damage, and failing to yield to an emergency vehicle.

Demoura is also accused of possessing opiate or narcotic drugs, as well as ephedrine or pseudoephedrine to manufacture a controlled substance.

State of Kansas v. Jason Brooner — Case No: 16 CR 350.

Date of alleged crime: Nov. 2, 2016.

Charges:

Count 1 — Driving while suspended, Class A misdemeanor (2nd offense with prior conviction on May 7 in Grove Okla., Municipal Court).

Count 2 — Failure to signal turn, traffic infraction.

Count 3 — Possession marijuana, Class A misdemeanor (second offense), prior conviction in Sumner County Case, Nov. 1, 2012) .

Count 4 — Possession methamphetamine, level 5 drug felony.

Count 5 — Possession drug paraphernalia, Class A misdemeanor.

Case description: Brooner is accused of driving a red Dodge pickup in which he stopped and would not turn with a green light at the U.S. and Woodlawn intersection as he argued with his girl friend. When he eventually pulled into the Woodlawn Apartment Complex – a block south – the officer soon discovered his driver’s license suspended. According to the complaint, a search resulted with Brooner allegedly having a partially smoked marijuana cigarette wrapped in tinfoil in the driver’s side door. Also, in the center console, he allegedly had a half a marijuana cigarette and some methamphetamine residue in a straw.

State of Kansas v. Hector Rubio — Case No: 16 CR 351.

Date of alleged crime: Nov. 3, 2016.

Charges:

Count 1 — Possession of methamphetamine, level 5 drug felony.

Count 2 — Possession drug paraphernalia, Class A misdemeanor.

Case description: Rubio is accused of having methamphetamine and a glass pipe while at the Kansas Star Casino.

State of Kansas v. Michael Allton — Case No: 16 CR 352.

Date of birth: 1967. Address: Wellington.

Date of alleged crime: Nov. 7, 2016.

Charges:

Count 1 — Theft, level 9 felony.

Count 2 — Driving while suspended , Class B misdemeanor.

Count 3 — Interference with law enforcement, level 9 felony.

Case description: Allton is accused of taking a 2008 Toyota Yaris, worth about $4,000 out of his parents garage in Wellington. He allegedly was found later to have abandoned the vehicle by fleeing on foot and hiding in a nearby window well at 1305 North Day St. in Wellington. Allton also allegedly falsely claimed he was a passenger in the car and accused Amy Wood as being the driver. However, that story didn’t mesh because Wood was in Sumner County Jail at the time Allton was accusing her of driving the car.

State of Kansas v.  Jenna Duncan — Case No: 16 CR 353.

Date of alleged crime: Nov. 9, 2016.

Charges:

Count 1 — Theft, level 9 felony.

Count 2 — Driving while suspended , Class B misdemeanor.

Count 3 — Interference with law enforcement officer, level 9 felony.

Case description: Duncan is accused of stealing a 2015 Chevy Cruz before being apprehended on Mile Post 21 on Interstate 35. She also alleged provided the officer with false identification.

State of Kansas v. Micheael Mendez-Rivera — Case No: 16 CR 354.

Date of birth: 1991. Address: Belle Aire, Kans.

Date of alleged crime: Nov. 5, 2016.

Charges:

Count 1 — Criminal trespass, Class B misdemeanor.

Count 2 — Disorderly Conduct, Class C misdemeanor.

Count 3 — Interference with law enforcement officer, Class A misdemeanor.

Case description: Mendez-Rivera is accused of not leaving the Kansas Star Casino when authorities told him to do so. He then allegedly used abusive language and resisted being handcuffed.

State of Kansas v. Erin Glover— Case No: 16 CR 355.

Date of birth: 1991. Address: Wellington.

Date of alleged crime: August 18, 2016.

Charges:

Count 1 — Burglary of non dwelling, level 7 felony.

Count 2 — Criminal damage to property, Class B misdemeanor.

Count 3 — Theft, Class A misdemeanor.

Count 4 — Criminal damage to property, Class B misdemeanor.

Count 5 — Criminal damage to property, Class B misdemeanor.

Count 6 — Criminal damage to property, Class B misdemeanor.

Count 7 — Attempted burglary of non dwelling, Level 9 felony.

Case description: Glover is accused of breaking into a bank garage at 206 E. Harvey in Wellington, and obtaining car keys and vehicle registration. He allegedly damaged the garage door on three occasions on August 18, August 23, and August 31. He was unsuccessful of gaining entry on August 31.

State of Kansas v. Amy Jackson — Case No: 16 CR 356.

Date of birth: 1985. Address: Wichita.

Date of alleged crime: Nov. 2, 2016.

Charges:

Count 1 — Driving while suspended, Class B misdemeanor.

Count 2 — Possession drug paraphernalia, Class A misdemeanor.

Count 3 — No proof of liability insurance, second offense, Class A misdemeanor.

Case description: Jackson is accused of driving a silver pickup without a driver’s license, no insurance and having possession of a marijuana pipe.

State of Kansas v. Ryan Swift — Case No: 16 CR 357.

Date of birth: 1984. Address: Wellington.

Date of alleged crime: October 28, 2016.

Charges:

Count 1 — Criminal threat, level 9 felony.

Count 2 — Domestic battery, Class B misdemeanor.

Count 3 — Criminal damage to property, Class B misdemeanor.

Case description: Swift is accused of threatening to kill his girlfriend and unborn child. He also allegedly angrily grabbed and slapped the girlfriend and threw and broke her Galaxy phone.

State of Kansas v. Jamie Williams — Case No: 16 CR 359.

Date of birth: 1978. Address: Wellington.

Date of alleged crime: October 20, 2016.

Charges:

Count 1 — Theft, Class A misdemeanor.

Case description: Williams is accused of stealing a pink makeup bag with $100 worth of makeup supplies out of someone else’s vehicle.

State of Kansas v. Patrick Hamman Bartlett— Case No: 16 CR 360.

Date of birth: 1980. Address: Wichita.

Date of alleged crime: November 15, 2016.

Charges:

Count 1 — No tag light, traffic infraction.

Count 2 — Driving while suspended, Class B misdemeanor.

Count 3 — Possession drug paraphernalia, Class A misdemeanor.

Case description: Bartlett is accused of driving a car with no tail lights, no valid driver’s license and having a marijuana pipe.

State of Kansas v. James Adamson — Case No: 16 CR 361.

Date of birth: 1963. Address: Wichita.

Date of alleged crime: November 20, 2016.

Charges:

Count 1 — Disorderly Conduct, Class C misdemeanor.

Case description: Adamson is accused of being intoxicated while on the Kansas Star Casino floor. He then was allegedly told to leave and as he was being escorted out he mentioned he was on felony parole. He then allegedly refused to name his parole officer to security agents while loudly cursing and threatening them.

State of Kansas v. Haley Elizabeth Siebert — Case No: 16 CR 362.

Date of birth: N/A. Address: Parkerfield.

Date of alleged crime: November 12, 2016.

Charges:

Count 1 — Driving under the influence, Class B misdemeanor.

Case description: Siebert is accused of driving a motor vehicle 48 miles per hour in a 30 mph zone while under the influence of alcohol in Belle Plaine with a blood alcohol content higher than .08. She also allegedly had no valid license and was possessing a firearm at the time of his intoxication.

State of Kansas v. Christopher Sutton-Kearn — Case No: 16 CR 363.

Date of birth: 1987. Address: Concordia, Kans.

Date of alleged crime: November 18, 2016.

Charges:

Count 1 — Battery, Class B misdemeanor.

Count 2 — Interference with law enforcement, Class A misdemeanor.

Count 3 — Assault, Class C misdemeanor.

Count 4 — Disorderly conduct, Class C misdemeanor.

Count 5 — Disorderly conduct, Class C misdemeanor.

Case description: Sutton-Kearn is accused of physically attacking another person and punching him multiple times while at the Kansas Star Casino. When approached by security officers, he allegedly first claimed he had not been in any physical altercation. He then allegedly threatened the security officers and used abusive language.

State of Kansas v. Benjamin Peters — Case No: 16 CR 365.

Date of birth: 1991. Address: Anthony.

Date of alleged crime: November 23, 2016.

Charges:

Count 1 — Theft, Class A misdemeanor.

Count 2 — Battery, Class B misdemeanor.

Count 3 — Fleeing or attempting to elude police, level 9 felony.

Count 4 — Improper registration, unclassified misdemeanor.

Count 5 —  Circumvention of ignition interlock requirement, Class A misdemeanor. 

Case description: Peters is accused of stealing two backpacks and some Crest toothpaste from Wellington Wal-Mart. When Peters was then allegedly confronted by a Wal-Mart employee, who stepped in front of him as he was trying to exit the store with the stolen items. Peters then allegedly pushed past the employee, knocking him onto the ground causing him to hit his head on the cement floor which caused pain to his head and injury to his jaw.

Thereafter, Peters is accused of driving off in a 2000 blue Saturn and refusing to stop for a pursuing Sumner County Sheriff Deputy vehicle. He then committed five or more driving violations as he drove down U.S. 160, south on Hillside, and eventually onto Oxford Road before turning east to Geuda Springs going 90 mph in a posted 55 mph one. Peters eventually ended up going east on U.S. 166 where he was apprehended by multiple Cowley County Sheriff vehicles.

When apprehended, Peters allegedly did not have proper registration.  He also is accused of disabling an ignition interlock device while his driving privileges had been restricted due to a Driving Under the Influence conviction on April 25, 2013.

State of Kansas v. Walter Blount — Case No: 16 CR 366.

Date of birth: 1993. Address: Wewoka, Okla.

Date of alleged crime: November 30, 2016.

Charges:

Count 1 — Theft, level 9 felony. 

Count 2 — Failure to provide proof of insurance, Class B misdemeanor.

Count 3 — Driving while suspended, Class B misdemeanor.

Case description: Blount is accused of stealing a 2003 Buick, valued less than $1,500 without a valid driver’s license and having no insurance after being apprehended at mile post 16 on Interstate 35.

State of Kansas v. Rachel Dunlap — Case No: 16 CR 367.

Date of birth: 1980. Address: Winfield.

Date of alleged crime: July 21, 2016.

Charges:

Count 1 — Burglary of dwelling, level 7 felony.

Count 2 — Burglary of non-wellington, level 7 felony.

Count 3 — Theft, level 9 felony.

Count 4 — Criminal damage to property, level 9 felony.

Count 5 — Theft of firearm, level 9 felony.

Case description: Dunlap is accused of breaking into a home and a garage in South Haven. She then allegedly took $300 in cash and coins, $240 worth of Tiger 7.62×39 ammunition, $180 worth of Norinko AK47 ammunition magazines, a $3,000 Martin guitar, a $260 Extec Multimeter, a $500 Harley Davidson Motorcycle helmet, a $400 South Haven graduation ring, a $1,200 1/4 carat diamond ring, a $99 Verizon mobile hotspot, a $250 knife set, $318 worth of Draco 380 ammo all having a value of at least $1,500 and less than $25,000.

Dunlap also allegedly broke window screens, a sliding window, a latch on a trailer that amounted to $1,450 during the burglary.

Then, Dunlap is accused of taking a Ruger Mini 30 firearm with silver scope previously owned by the South Haven resident and selling it to Double Eagle Pawn Shop in Arkansas City for $225 on July 22, 2016.

State of Kansas v. Stefanie Sosa — Case No: 16 CR 368.

Date of birth: 1980. Address: Ponca City, Okla.

Date of alleged crime: Nov. 3, 2016.

Charges:

Count 1 — Possession marijuana, Class B misdemeanor.

Count 2 — Possession drug paraphernalia, Class A misdemeanor.

Case description: Sosa is accused of having marijuana in a small plastic bag in her purse and in a metal grinder.

State of Kansas v. Keith Breedlove — Case No: 16 CR 370.

Date of birth: 1986. Address: Marble Falls, Ark.

Date of alleged crime: Dec. 6, 2016.

Charges:

Count 1 — Theft, level 9 felony.

Count 2 — Fleeing or attempting to elude police officer while driving recklessly, level 9 felony.

Count 3 — No proof of insurance, Class B misdemeanor.

Case description: Breedlove is accused of stealing a 2003 Hyundai Elantra bearing an Arkansas tag when apprehended at Mile Post 16 at the Kansas Turnpike. After being stopped, Breedlove allegedly took off again and officers pursued him at speeds in excess of 100 mph. As the chase continued on U.S. 160 he would eventually pass through Oxford at 70 mph in a 30 mph zone, failing to make signal turns while driving recklessly. He eventually allegedly wrecked the vehicle by running into a tree, before fleeing on foot.

After apprehension, Breedlove allegedly failed to show proof of insurance.
