Sumner County Commissioner minutes: Feb. 22 – Feb. 23, 2021

Sumner Newscow report — The following are the  Sumner County Commissioner minutes for Feb. 22 and Feb. 23, 2021

February 22, 2021 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission Room of the Sumner County Courthouse.  Those present were Chairman Steve Warner, Commissioner Jim Newell, and Commissioner John Cooney.  Also present were County Clerk Debra A. Norris and County Counselor Jack Potucek.

The Commission reviewed and unanimously approved minutes of February 15 and 16.

Emergency Management Director James Fair presented a prepared proclamation and resolution for the Commission to review.  Counselor Potucek and County Treasurer Dannetta Cook were also present.  After discussion, the Commission unanimously adopted Resolution No. 2021-01, State of Local Disaster Emergency for Sumner County, due to possible extreme utility increases.

County Treasurer Dannetta Cook provided departmental updates.

Counselor Potucek provided general reviews and updates.

The Commission reviewed and unanimously approved current year abatement orders in the amount of $1,233.90.  Prior year abatements were also approved in the amount of $298.16.

There being no further business, the Board of County Commissioners adjourned at 10:37 a.m.

February 23, 2021 – 9 a.m.

The Board of County Commissioners met in regular session in the Commission Room of the Sumner County Courthouse.  Those present were Chairman Steve Warner, Commissioner Jim Newell, and Commissioner John Cooney.  Also present was County Clerk Debra A. Norris.  The meeting was opened with the Pledge of Allegiance.

Road and Bridge Director Melvin Matlock and Superintendent Doug Finch discussed wages within the department.  After a review of job descriptions and positions, the Commission authorized the wage increase for one individual, matching others within the department.

Director Matlock also discussed chip sealing of roads and partnering with Circle C to purchase and install mastic for crack sealing.  They will partner with them to use their specialized equipment and ground support for installation.  After discussion, the Commission authorized the partnership.

County Appraiser Cindy Magill advised the change of valuation notifications (CVN) will be going out February 26, meeting the statutory March 1 requirement.  Appraiser Magill discussed the valuations and procedures with the Commission, advising information provided by the State, drives the value increases and decreases on properties.  She advised a 30-day period for the taxpayer to protest and discuss with her on individual valuations.  Appointments are made by calling the Appraiser Office directly.

County Counselor Jack Potucek provided general reviews and updates.

The Commission reviewed and unanimously approved month-end payables in the amount of $362,091.65.

The Commission reviewed and unanimously approved current year abatement orders in the amount of $1,455.68.

At 11:16 a.m., upon unanimous vote, the Commission entered into an executive session for 5 minutes with Counselor Potucek to discuss non-elected personnel.  At 11:21 a.m., the Commission reconvened in an open session.  Chairman Warner advised no binding action was taken as a result of the executive session.

There being no further business, the Board of County Commissioners adjourned at 11:23 a.m.
